Council of Innovation is the good aligned faction in Dalaya; you will get a chance to join the Council of Innovation during the Main Quest. They give out a nice augment, as do the other factions, but you can only be affiliated with one of these factions so choice wisely as this choice is permanent.

For most race/class combos, joining Council of Innovation will not make you KOS to Silver Crown Trading Company or Order of the Blackscale.
