Second Rank bounties are available after completing 4 First Rank Bounty Huntings.

Talking to Rank Officer Friga will promote you from first rank hunter to second rank hunter.

You say, Hail, Coordinator Njorl.'

Coordinator Njorl says, Hail, <Player Name>.'

You say, 'Show me the Second Rank bounties.'

Coordinator Njorl says, 'Which wanted poster would you like to see, Hunter <Player Name>?'

Now you can choose from the current mission options.
